When you present the facts clearly and in a straightforward manner then you should have no problem getting people on your side. If you can get enough signatures then it is time to bring it to city hall to see what they can do about it.
Another thing that came to mind is protesting at the various car washes in your area. This is a controversial method though and not everyone will feel comfortable with it. An alternative would be to bring a sample of the waterless car wash down to your neighborhood car wash and show them the benefits of it. Once they see it in action they will be almost guaranteed to be interested as it will save them a lot of time and money. If they are interested in purchasing more then give them our contact info.
